Bangladesh Open University (BOU) and Campaign for Popular Education (CAMPE) jointly initiated a project titled "Junior School Certificate (JSC)" Program for NGO graduates and dropout from formal education system especially for the disadvantaged.

A total of 40 Open Distance Learning (ODL) centers were established is association with 6 partner NGOs at field level. About 2000 learners were admitted in those ODL centers. A total of 334 Tutors and 10 Supervisors are involved with this program. CAMPE & BOU jointly organized and conducted 3 days "Tutor Training" for all Tutors and Supervisors before launching the ODL centers. After 8 months of implementation of the program CAMPE & BOU jointly conducted 2 days "Refreshers Tutor Training" for sharing field activities, lessons learnt, tutorial services, success stories and failures etc. 334 Tutors and 10 Supervisors participated in 11 Batches from 8 May 2008 to 6 June 2008 at field level. The trainings were organized by the implementing NGOs at their own training centers. Representatives from CAMPE and BOU facilitated the training course. Chief Executives and Area Coordinators of the implementing NGOs and the representatives of the local administration attended the inaugural and closing session of the training session.
